Cost Recovery

Due to state budget cuts, a new policy of cost recovery is being implemented by the 4-H program. The following is a schedule of fees for 4-H, effective October 1 (unless otherwise stated):

4-H Club Members – A $10.00 annual educational materials fee will be assessed on all 4-H Club members to help cover a portion of the costs of 4-H project books, resource materials, curriculum development and program marketing. Members will be provided a reasonable number of project books based upon the number of projects they intend to complete. Other 4-H membership materials and program benefits from the state office are also available to each member. Counties may also add to this fee any additional expenses, such as insurance and supplies that are paid locally.

School Classrooms - A $20.00/classroom/program fee will be assessed for school enrichment. Local extension staff provide in-service training for teachers and/or visit classrooms during the program to assist in reaching educational objectives. In addition to the educational materials, specialized equipment (ie. incubators and candlers for Embryology) will be provided for your use. The effective date for the school classrooms fee will be August 1, 2003.

Teacher and Special Programs and Workshops - For teacher and leader workshops for other groups such as agencies or other youth organizations and for out-of-school time, day camps, field days, after-school and other similar programs for other organizations or agencies, fees will be initiated and determined by state and county staff based upon the Penn State Cooperative Extension Cost Recovery Worksheet. Workshops hosted or conducted by extension agents or faculty, will add an additional $5.00/person to the registration fee to cover follow-up technical support and developing new program materials.

Home School Youth – Home school youth are encouraged to join a 4-H club to benefit from the club experience. Families that do not join a 4-H club will be expected to pay the total cost for 4-H educational materials.

Home school youth and their families may wish to establish a 4-H club of their own.

State and National Events - $10.00 will be added to participant fees for state and national events. This fee will go to cover some of the state expenses incurred to sponsor and participate in such events. State and national events impacted by this will include: 4-H State Achievement Days, 4-H Ambassador Conference, 4-H Capital Days, Keystone Youth Leadership Conference, Citizenship Washington Focus, National 4-H Conference, National 4-H Congress. Other national events will be determined at a later date.

Other – Agencies and organizations outside of extension who use 4-H Curriculum will be charged for materials they wish to use. These charges are determined using the Publications Distribution Center Guidelines.

4-H Stipend applications are now available. It’s never too early to start planning for your future. There are three, $250 stipends available. The stipend will be paid directly to the recipient’s bookstore. You are eligible to apply if you are a 4-H member or alumnus (17 –25 years of age by January 1st) and applicants must be enrolled in a full-time post high school course of study which lasts at least one school calendar year. For stipend application and a complete list of eligibility requirements, please contact the extension office. The application deadline is March 31, 2004.

4-H Foods Project Training

There will be a 4-H Foods Project Training held on Saturday, October 25, from 9 a.m. - 12 p.m. This training will take place at Dawson Building 10, Penn State Scranton/Wilkes-Barre Campus. There is no fee for this training. If you are interested attending or would like more information, please contact the extension office by October 17.

Fund-Raisers

With the new cost recovery policy now in effect, 4-H Clubs may wish to conduct fund-raising events throughout the year to help defer participation fees. Clubs interested in fund-raising should consult the 4-H policy handbook, section 7 for the list of approved fund-raising activities. Fund-raising approval forms are available from the extension office and are required to be filled out by the club leader no less than one month prior to the event.

Northeast States Leaders Forum Planning Committee Meeting (NELF) – Pike County is looking for interested individuals to serve on the NELF planning committee. It is PA’s responsibility to host the 2004 Leaders Forum. The Forum will take place in Lancaster. It is up to each region to provide one aspect of the forum. The Northeast Region is responsible for the auction and entertainment. Your assistance is needed to make this event a success. If you would be interested in serving on the planning committee and/or attending the next meeting, please contact the extension office.
District III Horse Leaders Committee Meeting Schedule:

Some examples of school enrichment programs: Mini Society, Financial Champions, Rocketry, Entomology, Wildlife, Forestry, and much more. Call today to find out about grade level appropriateness, content and/or how you can sign up for a school enrichment program. You’ll be glad you did.
